If you’re answered yes, then you should consider joining The City of Edmonton’s Integrated Infrastructure Services (IIS) Department as their newest Environmental Technologist! 
 
As our Environmental Technologist, you will deal with information related to the City of Edmonton surface agreements and applications for Alberta Environment Department Licenses of Occupation (DLO) and related work that requires permitting through the Public Lands Act, Water Act and associated regulations and codes of practice. You will be a key resource in supporting the project needs of the Integrated Infrastructure Services Department and other business areas across the City. In this role, you will collect all data relevant to existing and recently expired DLOs and other surface agreements, input the data into a GIS based database and prepare summary reports, organizing and storing all information collected for ease of future use. Further, you will determine which assets currently owned by the City of Edmonton require a DLO or other surface agreement and prepare applications accordingly. You will liaise with Alberta Environment and Parks and Alberta Energy, as required, to obtain and submit all relevant information. 
Using the provincial ETS system, EDS system, OneStop, and the ABAData service as well as recently collected information on City of Edmonton surface agreements, your primary responsibilities as our Environmental Technologist will be as follows: 
  • Develop a preliminary database to store relevant asset and DLO information 
  • Identify, categorize, and enter into a database all City of Edmonton surface agreements including supporting documentation 
  • Identify and locate all City assets which require a surface agreement – this may involve GIS, site inspections and/or aerial photo review 
  • Determine GIS locations for all City of Edmonton surface agreements and prepare GIS data for inclusion in the corporate GIS data warehouse 
  • Prepare application packages for the required agreements including the necessary environmental science reports and documentation, using consultants if required 
  • Upload and maintain all related documents into an electronic document management system as directed by the Supervisor 
  • Document processes and procedures for all required tasks as directed by the Supervisor 
  • Liaise with Alberta Environment and Parks as necessary to collect information and submit applications for surface agreements, primarily dispositions and to discuss the environmental and ecosystem requirements for surface agreements
Qualifications:
  • University graduation in the biological sciences with major course work in environmental sciences or completion of a two year diploma in biological sciences or educational equivalent 
  • Minimum 2 years experience related to the work described above; must include experience related to biological or environmental, geoscience and/or geomatics science specifically related to in-stream works and projects requiring Department Licenses of Occupation or other surface agreements 
  • Must possess a valid Class 5 Alberta Driver’s License 
  • GIS and administrative experience within project management and/or document management is required 
  • Biology or environmental science background and a working knowledge of typical in-stream and riparian work 
  • Working knowledge of AEP’s regulatory/permitting processes and requirements with respect to the Public Lands Act, specifically Crown Claims 
  • Ability to identify when/if COE needs to engage AEP (either directly or through a consultant) to verify presence of Crown Claim, Water Act, Navigable Waters Act, Fisheries Act, and other requirements 
  • Technical knowledge of geographic information systems, data entry, database maintenance, environmental and geotechnical engineering practices and terminology is required 
  • Demonstrated skills using ESRI Arc software or Geomedia/GIS is an asset 
  • Skills using Microstation/AutoCAD is an asset 
  • Excellent skills in Google Apps is required 
  • Excellent communication (written and verbal), organizational, time management, problem solving, interpersonal , relationship building and customer service skills are required 
  • Demonstrated proficiency summarizing administrative and technical information for review in a manner that is clear, and understandable 
  • Ability to read and interpret environmental and geotechnical reports, plans, specifications, diagrams and charts 
  • Ability to work independently and as part of a group

Hours of Work: 40 hours per week
